New-home permits cooled in August 2026

Construction is the story this week. I pulled the City of El Paso's new-home permit activity for last month to see who is building and where. Here is the short version, plus where mortgage rates sat.

Let's talk

Market notes for September 17, 2026

Who is building, and roughly where

The City of El Paso issued 40 new-home permits in August 2026, down 42.9% from a year earlier. That count includes every kind of new home inside city limits. It does not cover the county or the towns nearby.

Among company builders, Carefree Homes pulled the most, followed by Seca Construction and MRG Homes. Permit activity was heaviest around the Northeast, then near the Lower Valley and the Upper Valley, with the rest spread near the Far East, Central & Downtown and the West Side. Placement is approximate, so read these as general areas.

For context, Freddie Mac's national average for a 30-year fixed mortgage was 6.76% as of September 10, 2026, up 0.05 percentage points from the week before. That is a national average, not a quote for you. If a new build is on your list, I'll personally help you compare it with resale homes.
